Renewable Energy Movement in Federal Structure

Renewable Energy Coordination Committee (RECC) is a common forum of private sector associations of alternative energy service, supply and delivery and NGOs involved in promotion of alternative energy in Nepal. Seven such institutions are associated to RECC. They are Forum of Renewable Energy Associations Nepal (FoRAN), Nepal Biogas Promotion Association (NBPA), Nepal Micro Hydropower Development Association (NMHDA), Rural Technology Promotion Association Nepal (RuTPAN) Solar Electric Manufacturers Association Nepal (SEMAN), Solar Thermal Energy Association Nepal (STEAN) and Water and Energy Consultants Association Nepal (WECAN). RECC is planning to be broaden as a confederation for wider partnership in the sector to grow more and help other stakeholders grow as desired. The common forum has been continuously organizing meetings with member associations, academia, experts to support the alternative energy sector and member organizations and preparing plan of actions to achieve collective objectives of member associations including current problems, challenges and opportunities to well address by concern bodies. Well utilising the resources and expertise associated and as available abundantly within the member associations and associated academia and experts RECC had decided to put efforts to bridge the functional gaps in extending alternative energy drive in the country. As such, keeping up the integrated efforts for common professional causes as the prime function, a Think Tank Group of experts and academia had been formed. Bridging between the communities and individual households which may termed as buyers and the banks and financial institutions which may termed as lenders has been one other function being thought to carry out soon. Likewise, taking as information dissemination as an important and influential instrument in building public opinions, RECC is planning to carry out various activities with collaborations with media experts and institutions also. As a part of a series, on June 03, 2017 RECC conducted a meeting to discuss on the Budget of FY 2074/75 presented by Honourable DPM and Minister for Finance. The event will be participated in by responsible national agencies, dedicated institutions and distinguished individuals engaged in science & technology and innovation, policy making, decision making and movement of renewable energy for all. The fine analysis on elaborated and or hidden programmes for the promotion of renewable energy activities in the state’s most valuable financial document should be a must and contextual in order to build up common opinion of the leading renewable energy professionals in this regards. The concept note on upcoming event Keeping in view need of wider discussions and dialogues of various stakeholders and as taking guidance of the previous meetings and interactions, RECC is organising another event where speakers and participants will discuss and exchange views and opinions on the roles of various levels and segments of stakeholders in the federal structure of the country. The presenters and participants who are the asset of the nation as experts in renewable energy movements in the country and some even had lent expertise abroad will throw opinion on the planned structure to be implemented soon where particular stakeholders will also be identified with their roles. In this context the proposed event will also highlight the already designed modalities. RECC had invited Mr. Balanand Paudel who was the chairman of Local Body Restructuring Commission. The commission headed by Mr. Paudel had successfully and appreciably accomplished the task of restructuring of the local levels as per the constitutional framework. Mr. Paudel had immense of experiences as he had served various ministries and departments at leading positions. He also holds the experience of working as a Secretary in various governmental organizations. He had successfully accomplished the role of chairperson of the board in various public enterprises and convened dozens of task force committees and team formed by the government. Mr. Paudel will share his experiences and opinions on renewable energy to be present in the restructured local and provincial provisions. As such, the upcoming RECC event will be an opening of ideas and opinions for the stakeholders to prepare to enter into the federal structure while the event will also be able to throw views and opinions of experts at public, non-government and private sectors, academia, media for the better functionalities in the coming days in changed modalities. This will also be an opportunity for discussing of creating space for ‘new stakeholder/s’ in the renewable energy movement to smooth speeding up for the desired achievement…
